INVITATION FOR TECHNICAL AND FINANCIAL BIDS FOR THE EXECUTION OF YEAR 2017 CONSTITUENCY AND 2017 CAPITAL APPROPRIATION PROJECTS

1.0      INTRODUCTION

The Federal University Wukari wishes to execute 2017 approved Constituency and 2017 Capital Appropriation Projects and here by invites interested and reputable contractors to submit Technical and Financial Bids for the purpose of the execution of the projects.

2.0       SCOPE OF WORK

3.0    PRE-QUALIFICATION CRITERIA

The University in compliance with section 25(2) of the Public Procurement Act 2007 invites interested contractors to submit comprehensive technical documents; viz

i           Evidence of incorporation and registration of company with Corporate Affairs    Commission(CAC) in compliance with section 16(6)(b) of the Public Procurement Act(PPA) 2007

ii          Evidence of Company’s current tax clearance certificate and audited account for the preceding three (3) years 2014,2015 and 2016 in line with section 16(6) (d) of the Public Procurement Act(PPA) 2007, duly signed and sealed by ICAN/ANAN licensed Auditors.

(Note: The turnover in the audited account must match the turnover declared in the Tax Clearance Certificate).

iii        Evidence of current certificate of compliance with National Pension Commission(PENCOM) Amended Reform Act 2014.

iv         Evidence of compliance with the provision of section 16(6) (d) of the Public Procurement Act 2007

v          Current NSITF Clearance Certificate in compliance with Employees Compensation Act 2010 (ECA 2010)

vi         Evidence of current compliance certificate with the Industrial Training Fund (ITF) Act No. 19 of 2011

 

vii        Evidence of certificate of registration on the Bureau of Public Procurement National Data Base of Contractors, Consultants and Service Providers by inclusion of Interim Registration Report (IRR) as provided in part II Section 5(h) of Public Procurement Act(PPA) 2007.

viii      Company Profile with Names and qualification of key Technical personnel of the company to be used on the project (photocopy of C.V, Professional Membership Certificate such as ARCON, COREN-Civil/ Structural, Electrical, Mechanical, CORBON Certified).

ix         Verifiable Evidence of Financial Capability and reference letter from a reputable Bank (including demonstration of having liquidity and /or evidence of access to or availability of confirmed credit facilities of not less than N25,000,000.00.00

x          Verifiable evidence of the completion of similar projects in the past, name of the clients, location of the projects, contract sums and Letter of Engagement.

xi         Experience in executing similar works of the same magnitude

xii        Adequate experience of key personnel for the assignment:  Architects, Civil Engineers, Mechanical Engineers, Builders and Electrical Engineers.

 xiii     Every Submission must be accompanied with an affidavit that all information and documents submitted are true and correct and that no officer of the University is a former or present Director, Shareholder or has any pecuniary interest in the bidder.

xiv       Evidence of availability of necessary equipment and their functionality.

xv        Evidence of Payment of tender fee of Fifty Thousand Naira Only (N50,000.00) in bank draft, in favor of “Federal University Wukari” and;

xvi       Any other necessary information that may be required for the successful execution of the project.

            Note: all documents listed above must be arranged in order of listing in this advertisement.

4.0                   SUBMISSION OF TENDER DOCUMENTS

Tenderers should submit Two (2) sealed copies of their tender documents and two sealed copies of prequalification documents (marked original and photocopy) separately in sealed envelopes. the envelops should be enclosed in a bigger envelop and marked at the top-right hand corner of the envelope.

Note: Tenderers that are interested in more than one Project most apply separately for each of the projects

 

Bidders must register their bids in the Bid Submission Register and collect Bid Submission Receipts at the office of the Head of Procurement Unit Federal University Wukari. The Federal University Wukari will not be held liable for any misplaced or wrongly submitted bid.

Bid Documents shall be dropped in the Tender Box, by the security desk, at Administrative Building of the Federal University Wukari, Taraba State. 

5.0       SUBMISSION CLOSING DATE AND TIME

The submission of  Tender Documents will close  14th June  2017 by 12.00 Noon

6.0       OPENING DATE AND TIME

Tenders shall be opened publicly on same day 14th June 2017 by 12.00 Noon Noon at  Federal University Wukari, in presence of all interested bidders or their representatives, representative of Civil Society Organizations and members of the general Public.

7.0       OTHER INFORMATION

a.               Only companies whose technical bids fulfil the minimum requirements shall have their Financial Bids opened. Those not qualified will have their Bids returned on opened.
